Since January 6, 2026, the Visale scheme by Action Logement has undergone major changes. The guarantee duration now focuses on the first three years of the lease, rent ceilings have been updated based on a new three-zone map, and access has been extended to seasonal workers. Whether you are a tenant or a landlord, this guide helps you understand these changes to secure your rental project.

How does Action Logement’s unpaid rent insurance work?

Visale is a free guarantee scheme offered by Action Logement that acts as a guarantor for the tenant with the landlord. If you are eligible and your landlord accepts the membership contract, Action Logement guarantees the payment of your rent and charges in case of difficulties.
Since January 2026, coverage applies to the first three years of the lease (instead of the full duration previously), the period during which 96% of unpaid rent cases occur. In the private sector, Visale covers up to 36 monthly payments and includes rental damages up to two months’ rent including charges. In social housing, the guarantee covers up to 9 monthly payments.
The Visale guarantee is exclusive: it cannot be combined with another unpaid rent insurance or with a physical joint guarantor. However, if reporting conditions are met, there is no waiting period or deductible.

What conditions must be met to benefit from this housing guarantee?

Students and young people under 30

All tenants aged 18 to 30 can access the Visale guarantee, regardless of their status: students, apprentices, civil servants, employees, or unemployed. The scheme remains open without income conditions for this age group, particularly in student residences or shared housing.

Employees and seasonal workers over 30

For employees over 30, the income ceiling was increased in 2026 and now reaches €1,710 net per month, compared to €1,500 previously. The usual criteria still apply: employment of less than six months (excluding confirmed permanent contracts), recent professional relocation, or a job offer less than three months old.
Another major improvement is the removal of the geographical mobility requirement for seasonal workers. A seasonal worker can now obtain Visale regardless of their place of residence, making access to housing easier in tourist and agricultural areas.
On an experimental basis, Action Logement is launching a partnership in early 2026 with Cohabilis to extend Visale to intergenerational cohabitation agreements.

What rent amounts are covered in 2026?

The new three-zone geographical map

Since January 6, 2026, Visale divides France into three zones to better reflect rental market realities. Zone I includes Île-de-France. Zone II covers urban areas with more than 100,000 inhabitants outside Île-de-France, Corsica, overseas territories, and Saint-Martin. Zone III includes all other cities.
This mapping allows rent ceilings to be adjusted to local market pressure, whereas the previous two-zone system excluded many properties in regional metropolitan areas.

Guaranteed ceilings in private and social housing

In the private sector, the Visale guarantee covers up to 36 months of rent and charges, whether the property is furnished or unfurnished. In social housing, coverage is limited to 9 months of rent and reserved for students and apprentices aged 18 to 30.

How to apply for your visa on visale.fr?

Obtaining your Visale visa is done entirely online. Create your personal account on visale.fr, complete your application, and upload the required documents: ID, proof of professional status, and tax assessment. Once your file is complete, the visa is validated within 4 working days.
Important clarification: the Visale visa you receive is a certificate of eligibility to be given to the landlord. Only the membership contract subscribed by the landlord on visale.fr actually activates the guarantee. Your future landlord must log in, enter your visa number, and electronically validate the contract for the scheme to effectively cover you.
